Talib Shakir, the 50-year-old director of the D.C. Mayor’s Office on Returning Citizen Affairs (MORCA), died on Friday, October 10, 2026, following an electric scooter collision in Southeast Washington.

The accident occurred around 6:47 p.m. at the intersection of 8th Street and Pennsylvania Avenue SE, near the Eastern Market Metro Station. According to Metropolitan Police Department records, two electric scooters operated by an adult male and an adult female collided within the intersection. Neither operator was wearing a helmet at the time of the impact.

Emergency responders transported both individuals to a local hospital. The female rider was treated for injuries and released, but Shakir was pronounced dead after arriving at the hospital. The D.C. Police Major Crash Unit is investigating the cause of the collision, including potential speed or mechanical factors.

He returned to Washington in 2019 and authored the book ‘From Cell Block to City Hall: How Lived Experience Becomes the Most Powerful Policy Tool in America’.
