Tamaulipas Urban Development Agency Leadership Change Amid Corruption

Karl Heinz Becker Hernández, secretary of the Tamaulipas State Development and Environment Ministry (SEDUMA), said there is no active investigation into former director Manuel Treviño Cantú of the Instituto Tamaulipeco de Vivienda y Urbanismo (ITAVU). He explained that Treviño Cantú’s departure resulted from an administrative restructuring requested by Governor Américo Villarreal Anaya to increase the pace of work, adding that the former director had expressed a desire to leave. Becker urged anyone with evidence of irregularities to present it to the proper authorities, stating, "Si alguien tiene pruebas, que las presente ante las instancias correspondientes."

The change follows numerous allegations of land‑title falsifications and disputes over property regularization during Treviño Cantú’s tenure, with families claiming they were victims of illegal deeds. No anti‑corruption hearing has been reported. The new ITAVU director is Germán Fernández Guzmán, previously in charge of the agency’s delegation coordination, and several other personnel shifts were announced within the state’s development ministry.

Becker emphasized that conflicts over land ownership are common in regularization processes and must be resolved according to the law and evidence.
