Tamil Nadu government updates employee loan and asset declaration rules

The Tamil Nadu government has implemented new procedures regarding financial advances and asset reporting for state employees, including school teachers.

Under revised norms for marriage and vehicle advances, employees are now eligible to apply once they have completed their probation period, a significant reduction from the previous requirement of six years of continuous service. To reduce bureaucracy, the application process has transitioned from manual paperwork to an online system via the Integrated Financial and Human Resource Management System (IFHRMS) portal or the Kalanjiyam mobile application. While the eligibility window has been eased, core conditions remain: assets purchased with these advances cannot be sold or mortgaged until the loan is fully repaid, and terminated employees must settle outstanding balances in a single installment.

Separately, the director of school education has mandated that all state employees submit their annual property returns by October 31, 2026. This requirement involves declaring all movable and immovable assets, liabilities, and debts. Following a shift to digital filing, officials must upload these declarations through the IFHRMS Kalanjiyam platform. Failure to meet this deadline will result in departmental disciplinary action.
