Tamil Nadu introduces Rs 10 liquor cess for recycling and welfare

The Tamil Nadu government is implementing a new Environmental and Social Welfare Cess on alcoholic liquor under the Tamil Nadu Value Added Tax (Amendment) Act, 2026. While the Act allows for a levy of up to Rs 20 per unit container, Prohibition and Excise Minister K Vignesh clarified that the government will only charge Rs 10.

To prevent a retail price hike, this Rs 10 cess will be adjusted against the Rs 10 already collected under the existing bottle buy-back scheme. Starting in the first week of October, consumers purchasing from TASMAC retail shops will pay an additional Rs 10 per bottle as a refundable deposit. This deposit will be returned in cash upon the return of empty glass containers to the retail outlet.

The initiative aims to curb littering and promote glass recycling. The proceeds from the cess are earmarked for environmental protection, ecological restoration, and social welfare programs, including de-addiction services and support for families affected by alcohol addiction. Additionally, the government has assigned the responsibility for collecting, transporting, and recycling empty bottles to liquor manufacturers.
