Tampa advances South Howard flood relief project amid business opposition

The City of Tampa is moving forward with the South Howard Flood Relief Project, a major infrastructure overhaul aimed at addressing chronic flooding in the South Howard business and residential area. The project involves replacing a century-old storm drainage system with a 10-by-10-foot drainage line designed to direct stormwater toward Hillsborough Bay.

To support the proposal, the city released a simulation created by engineering firm AtkinsRéalis. The video compares current conditions with the proposed project during a simulated five-year, eight-hour rain event. Under existing conditions, the simulation shows 96 structures flooding and water taking over 12 hours to drain. The proposed project aims to eliminate structural flooding in the Parkland Estates and Palma Ceia Pines neighborhoods and significantly reduce flooding in Palma Ceia Pines.

The project faces opposition from the SoHo Business Alliance, which argues that the estimated three-year construction period and associated road closures could disrupt or bankrupt local businesses. The alliance intends to present an alternative proposal and data challenging the city’s projected benefits ahead of a decisive city council vote.
