Tampa City Council approves $21 million community benefits package for Rays stadium
The Tampa City Council voted 4-3 to approve a $21 million community benefits agreement for the Tampa Bay Rays’ proposed $2.3 billion stadium development. This decision exempts the project from the city’s 2023 community benefits ordinance, which typically requires developers to follow specific standards for community engagement, impact assessments, and sustainable construction. Under the law, developers may substitute alternative benefits of similar value, which the Rays negotiated through this separate agreement.
The $21 million package, to be distributed over five years, focuses on housing assistance, workforce development, and neighborhood improvements. Specific allocations include $1.25 million for housing, $1 million for Al Lopez Park improvements, $650,000 for workforce training and small-business assistance, and $540,000 for youth sports and literacy programs. The agreement also covers transit improvements, police services, and game access for local families.
While the package includes funding for affordable housing and home repairs, some council members expressed concern regarding its scale. Councilor Lynn Hurtak noted that the $1.25 million housing allocation might only assist a small number of residents based on average repair costs. The project also involves a separate $39 million agreement for Hillsborough County, bringing the total negotiated community benefits to $60 million.
