Tanzania mandates technology transfer in critical mineral projects
The Tanzanian government has emphasized the mandatory implementation of Technology Transfer Agreements within the mining sector, specifically targeting critical mineral projects. The initiative aims to enhance the technical skills, expertise, and technological capabilities of Tanzanian citizens.
Deputy Minister of Minerals, Dr. Steven Kiruswa, stated in Parliament that legal frameworks are in place to require investors to collaborate with local experts. These requirements are rooted in the 2009 Mining Policy and Section 135 of the Mining Act, which mandate that license holders establish procedures for knowledge transfer and capacity building for local professionals.
Furthermore, the 2018 Mining (Local Content) Regulations require investors to develop technology transfer plans and submit progress reports to the Mining Commission. The government intends to oversee these plans strictly to ensure that mining investments contribute to industrial growth, mineral value addition, and a lasting legacy of technical expertise for the national economy.
