Tanzanian Parliament reviews PPP laws and digital legal services

The Tanzanian Parliamentary Budget Committee has advised the government to amend the Public-Private Partnership (PPP) Act. The committee, chaired by Mashimba Ndaki, recommended establishing transparent procedures for announcing projects to attract investors and implementing penalties for officials who obstruct PPP projects for personal gain.

Minister for Works Masanja Kadogosa announced plans to implement five major road infrastructure projects through the PPP framework. These include the Kibaha–Chalinze road (78.9 km), Chalinze–Morogoro road (84.9 km), Igawa–Songwe–Tunduma road (218 km), the Songwe Bypass (48.9 km), and the Dar es Salaam city outer ring road (78.65 km).

Separately, the Parliamentary Committee on Administration, Constitution, and Law commended the Ministry of Constitutional and Legal Affairs for integrating digital systems to improve service delivery. This includes the use of ICT by the Legal Studies Training Institute (LST) and the Registration Insolvency and Trusteeship Agency (RITA). Minister Abdallah Hamis Ulega noted that these digital advancements align with the National Development Vision 2050 to build a modern, competitive economy.
