Taoyuan Metro Green Line project addresses administrative oversight findings

The Taoyuan City Bureau of Rapid Transit has responded to findings from the Control Yuan and the Audit Office regarding administrative issues in the Taoyuan Metro Green Line project. The Control Yuan identified administrative negligence after a suspended vendor, Jing Gong Company, was initially cleared during the document review process for the GM01 tender. The Bureau explained that the error occurred because the contractor swapped the vendor code and name fields in the government procurement system, leading to a misleading “no matching data” result.

The Bureau maintains that the error resulted in “zero damage” because the discrepancy was caught during the subsequent physical sample inspection stage, at which point the approval was immediately revoked. To prevent recurrence, the Bureau has implemented a new online verification mechanism requiring staff to manually verify vendor status on the procurement website rather than relying on contractor-provided documents. The Public Construction Commission has also updated the procurement system’s error-prevention mechanisms.

Regarding concerns raised by the Audit Office about storage and maintenance space for the Brown and Green lines, the Bureau clarified that the lines will share a depot. To ensure compatibility, the Bureau has mandated electrical and mechanical system requirements during the bidding phase. The Bureau remains committed to its goal of opening the northern section of the Green Line by the end of 2026, noting that recent automated driverless testing was successfully completed.
