TAR Lombardia-Brescia rules healthcare management roles not exclusive to doctors

A ruling by the TAR Lombardia-Brescia (sentence no. 1174/2026) has established that management roles within complex healthcare structures cannot be automatically reserved for medical professionals. The court rejected an appeal filed by the National Federation of Orders of Physicians, Surgeons and Dentists, which had contested a procedure open to managers of healthcare professions.

UGL Salute secretary Gianluca Giuliano described the decision as a significant milestone for the recognition of healthcare professionals, particularly nurses. The ruling emphasizes that leadership positions should be assigned based on specific managerial, organizational, and preventive competencies rather than being restricted by professional affiliation.
