Tarcísio Motta proposes ‘SUS do Clima’ to combat environmental disasters

Brazilian Federal Deputy Tarcísio Motta (PSOL) has proposed the creation of a national system called ‘SUS do Clima’ to prevent and address socio-environmental disasters. Modeled after the Unified Health System (SUS), the proposal seeks to establish permanent responsibilities for federal, state, and municipal governments, ensuring continuous planning and dedicated funding sources.

Motta argues that Brazil must move away from relying solely on emergency budget releases and reactive measures following extreme weather events like floods and droughts. The proposed system would integrate various public sectors, including housing, health, infrastructure, social assistance, and the environment, to create a more structured and connected response than the current Civil Defense framework.

Additionally, the deputy advocated for a ‘Resilient Schools’ project, which would encourage school communities to identify climate risks in their buildings and surroundings. This initiative would allow students and staff to participate in adaptation projects, evaluated by technical teams with potential support from the Ministries of Education and Environment.
