Bolivia governors reject central government tax redistribution proposal

Governors from several Bolivian departments, including Santa Cruz, Tarija, Oruro, Cochabamba, and Chuquisaca, have rejected a central government proposal to allocate only 1% of tax coparticipation to regional administrations. The governors argue the amount is insufficient to meet departmental obligations and claim the move violates a previous agreement to implement a 50/50 resource distribution model by 2027.

While the central government, represented by Minister of the Presidency Fernando Aramayo and Vice Minister of Autonomies Adrián Oliva, maintains that the implementation must be gradual to ensure fiscal responsibility, regional leaders have proposed a 15% redistribution instead. Officials noted that over 95% of current tax revenue is dedicated to salaries for teachers, health workers, police, and the military.

The Association of Municipalities of Bolivia (AMB) has called for a meeting of mayors from the nine capital cities and El Alto to evaluate the technical implications of the proposal on municipal finances. Meanwhile, legal experts have suggested that the dispute requires a broader structural reform of the state to address centralism and the distribution of competencies.
