Tarragona Chamber challenges Catalonia's housing zone expansion

The Tarragona Chamber of Urban Property has filed allegations against the expansion of stressed residential market zones in Catalonia. The entity argues that extending rent control measures and maintaining price limitations will not resolve the structural housing access problem without a real and sustained increase in available supply.

The Generalitat is pursuing two procedures: the extension of current stressed market zones and the declaration of 53 new municipalities under this regime. The proposed extension affects 118 municipalities, covering approximately 5.92 million people, or 72.9% of the Catalan population. If the 53 new municipalities are included, the measures would impact 86.1% of the population. The Chamber questions the status of these measures as “exceptional” given the vast scale of the population they would encompass.
