Tarragona ends shared electric scooter service with TIER

The Tarragona City Council has terminated its contract with the electric scooter operator TIER, ending the shared scooter service in the city after three years. The decision follows a municipal evaluation citing repeated non-compliance with service conditions and corrective measures.

According to Mobility Councilor Sónia Orts, the evaluation identified issues impacting road safety and public coexistence. Specific infractions included improper parking on sidewalks and ramps, as well as users riding in unauthorized pedestrian areas and failing to wear required helmets. The municipal assessment noted that the rate of infractions among scooter users was higher than that of private vehicle owners.

Political group En Comú Podem has welcomed the decision, noting that they had previously advocated against renewing the concession due to the model's failure to serve as a viable alternative to private vehicles and its negative impact on public space. The group is now calling for the implementation of a public shared bicycle system integrated with the city's transport network.
