Tatra County Starost Skupień Reports Building Department Reform Success

During the 24th session of the Tatra County Council, County Starost Andrzej Skupień presented the results of a two‑year repair programme for the County Building Department. The programme, running from 1 June 2024 to 15 July 2026, was launched after a March 2024 protest by architects over prolonged and inconsistent building‑permit procedures.

The report showed that more than 90 % of the backlog was cleared – 551 of 606 pending cases were resolved. The number of building‑permit decisions rose from 1 034 to 1 468, while the average processing time fell from 96 days to 55 days, a 40 % speed‑up. Overall, the department handled 2 472 cases, up from 1 619 in the previous period, despite a staff reduction to 17 employees. The starost thanked the department heads and highlighted the benefits for residents and investors.
