Brazilian municipalities launch tax amnesty programs

Several Brazilian municipalities and state entities have launched tax recovery programs to encourage the regularization of outstanding debts.

Aparecida de Goiânia has instituted its 2026 Refis program, allowing individuals and companies to settle debts such as IPTU, ISS, and ITBI with up to 90% discounts on interest and fines. The program runs from October 5 to November 6, 2026.

In Cuiabá, a fiscal initiative offers up to 95% discounts on interest and fines for taxpayers who pay in full, provided current IPTU obligations are met. Debts can also be installment-planned over up to 48 months.

Taubaté has proposed a new law to facilitate the payment of municipal credits, offering up to 100% amnesty on interest and fines for payments made within the first 30 days of the law's publication. Similarly, Primavera do Leste's RegularizaPVA program offers 100% discounts on interest and mora fines for lump-sum payments through December 2026.

Maceió's Prefis program allows for up to 100% discounts on interest and fines for single payments, with installment options available for up to 12 months. In São Bernardo, the 'Tudo em Dia Empresas' program aims to recover R$ 20 million from businesses, offering 100% amnesty on interest and mora fines.

At the state level, a new edict allows for the regularization of ICMS debts with up to 95% discounts on fines and interest for taxpayers in difficult recovery situations, such as those in judicial reorganization or affected by climate catastrophes.
