Tax authorities in Argentina and Dominican Republic advance electronic invoicing
Tax authorities in Argentina and the Dominican Republic are advancing digital fiscal reforms. In Argentina, the Agency for Collection and Customs Control (ARCA) has implemented General Resolution 5866/2026, which updates the electronic invoicing regime. The new rules introduce a Monthly Electronic Settlement, allowing certain taxpayers to issue consolidated monthly statements instead of individual invoices. This implementation follows a gradual schedule starting July 1, 2026, and is expected to conclude by March 2027, primarily affecting financial institutions, insurance companies, and payment systems.
In the Dominican Republic, the General Directorate of Internal Taxes (DGII) reported that it has received over 2 billion Electronic Fiscal Receipts (e-CF). During the first half of 2026, electronic invoices accounted for 72% of all fiscal receipts received. Currently, more than 80,000 taxpayers are authorized as electronic issuers, with 64% of them utilizing the DGII’s free invoicing tool. Small, micro, and unclassified taxpayers in the Dominican Republic have until November 15, 2026, to complete their transition to the electronic system.
