TCE-MT discusses new Brazilian bidding and contract management law

The Tribunal de Contas de Mato Grosso (TCE-MT) held the 15th module of its MBA in City Management to discuss the innovations and challenges introduced by the New Bidding and Contractual Management Law (Law No. 14.133/2021).

Nilson Bezerra, Secretary-General of the Presidency of the TCE-MT, led the session, emphasizing that the new law unifies three previous statutes and addresses historical legal omissions. This unification aims to provide a clearer national standard, making it easier for public managers to operate while ensuring legal compliance.

The training focused on the importance of contract oversight to guarantee the delivery of public works and services. Discussions also covered constitutional requirements, such as the necessity of competitive bidding for public purchases and the mandate that technical and economic qualification requirements must be limited to what is strictly necessary to ensure contract fulfillment without restricting competition.
