TCU reports chronic delays in Fiol 2 railway project

The Brazilian Federal Court of Accounts (TCU) has identified 'chronic' delays in the execution of Lot 6 of the Fiol 2 (West-East Integration Railway) project. The works, located on the stretch between Caetité and Barreiras in Bahia, are under the responsibility of Infra S.A.

According to the audit, after 48 months of the contract, the accumulated financial execution stands at 48.79% of the total value, significantly lower than the projected 72.46%. This represents a deficit of more than R$ 118 million compared to the established schedule. The TCU also noted a decline in the Financial Performance Index (IDfin) throughout 2025.

The audit attributed these setbacks to several factors, including insufficient resource mobilization by the contracted consortium, the financial instability of a consortium member currently in judicial recovery, and external obstacles such as electrical interference and licensing issues in areas of archaeological relevance.

To address these issues, the TCU recommended that Infra S.A. adopt robust governance mechanisms. These measures should include objective indicators, periodic reports, clear decision-making instances, and performance-based payments to monitor the goals of the Conduct Adjustment Commitment (CAC) signed in June.
