Italy advances port governance reform and transport infrastructure updates

Italy is undergoing significant legislative and social shifts regarding infrastructure and labor. In the transport sector, the IX Commission of the Chamber has begun voting on 622 amendments to a port governance reform bill. This reform aims to create Porti d’Italia Spa, a state-owned company to manage strategic investments and improve Mediterranean competitiveness. Simultaneously, the regulatory authority ART is reviewing rules to protect freight capacity on increasingly saturated railway lines.

Public transport and mobility remain points of contention. In Liguria, lawmakers are challenging Ministry data regarding airfare decreases, citing high costs for the Genoa-Rome route. In Calabria, labor unions are demanding permanent Intercity rail connections for the Locride area to support residents rather than just tourists.

In the education sector, the CNDDU has raised alarms over the economic burden on commuting teachers, noting that long-term displacement costs can reach hundreds of thousands of euros. Additionally, a TAR Emilia-Romagna ruling highlighted the complexities of managing inclusive classrooms with multiple students with disabilities.

Socially, a group of approximately one hundred priests marched in Rome to protest against war and the arms industry, concluding their demonstration at the Leonardo Spa headquarters. Meanwhile, in Bari, legal scholars are holding lectures on the constitutional foundations of labor rights.
