Telecommunications consumer rights in Spain and Peru

Telecommunications users in Spain and Peru have specific rights regarding service changes and billing disputes.

In Spain, number portability allows users to switch mobile or fiber providers without losing their phone numbers. The process is managed by the new provider, which automatically handles the cancellation of the previous service. For mobile lines, the change typically occurs within one business day during a technical window between 2:00 and 6:00 AM. Users should be aware of potential penalties for breaking contracts with active stay clauses and remaining installments on hardware.

In Peru, Osiptel has clarified that customers can file billing complaints without being required to pay the disputed portion of their bill. Users only need to pay the amount they agree with. Depending on the amount claimed, operators have between 15 and 20 business days to respond. If a claim is found valid after payment has already been made, the operator must issue a refund. Users can appeal decisions to the Administrative Tribunal for the Solution of User Claims (Trasu).
