Telecommunications users frequently encounter silent calls or calls that redirect to voicemail, often due to technical issues, automated systems, or scams. Regarding voicemail, regulations in Portugal established by ANACOM dictate that the first five seconds of a voicemail greeting are free of charge. This window allows callers to decide whether to leave a message or disconnect without incurring costs. If a user remains on the line beyond these five seconds, charges apply according to their specific service plan.
