Telecommunications markets show shifts in Madagascar and Tunisia

In Madagascar, despite having 21.8 million active mobile subscriptions, mobile internet penetration remains low at 20.4%. Factors contributing to this include unbalanced competition and high taxation on smartphones and services. The government has proposed a new telecommunications law, project n°040/2026, aimed at modernizing the legal framework and ending monopolies to ensure all networks and services are open to competition without discrimination.

In Tunisia, the telecommunications market showed signs of recovery in the second quarter of 2026 after two years of contraction. Total subscriptions rose to 17.1 million. While mobile services still dominate, fixed-line connections are growing, driven by high-speed wired and wireless home access, which now reaches 52.3% of households. The industry's quarterly revenue has surpassed one billion dinars, with operators shifting focus toward data consumption and 5G deployment to drive growth.
