Tennis Club Haskovo 2015 appeals tender for Borisova Gradina tennis base
The Tennis Club Haskovo 2015 association has filed an appeal with the Supreme Administrative Court regarding the tender for the state-owned Borisova Gradina tennis base in Sofia. The tender, conducted by the Ministry of Interior, involves a 30-year lease of the public property.
The Haskovo-based club, where tennis star Grigor Dimitrov began his career, is contesting the victory of the association ‘Sport Club Olympia - Sport for All’. According to the appeal, the winning organization was registered in 2019 and has declared no activity in its commercial register, with no published annual financial reports.
The appellant argues that while they provided evidence of active sports engagement, including training, camps, and hosting international championships with over 130 medals won, they received significantly fewer points than the winner under the ‘Capabilities for developing sports activity’ indicator. The club’s legal representative, Marina Georgieva, stated that the lack of clear, pre-announced evaluation criteria for this indicator poses a risk to the public interest, as the property could be entrusted to an inexperienced organization.
