Terni administration faces scrutiny over school funding and management

The municipal administration in Terni is facing criticism regarding the management of local educational facilities and budget allocations.

Regarding the Francesco Rossi primary school, the civic list 'Voltare Pagina' has criticized the Scogli administration for a lack of long-term strategy and transparency. Budget adjustments indicate that 500,000 euros intended for school upgrades have been moved from 2026 to 2028, with additional debt expected for electrical and structural works. Critics suggest that the school may not reopen until 2029 or 2030 due to these delays and the emergence of new priority repairs.

In a separate matter, School Councilor Tiziana Laudadio defended the city's decision not to participate in a 6-million-euro regional call for nursery school funding. She stated that the European Social Fund Plus resources are restricted to reducing fees for families and cannot cover permanent staff costs, which would place an unsustainable burden on the municipal budget.

Additionally, City Councilor Valdimiro Orsini has challenged the economic feasibility of a plan to outsource nursery school management to private entities. Orsini argues that the financial plan is unbalanced, relying heavily on projected income from extracurricular activities rather than tuition fees, which he warns could lead to hidden service cuts.
