Consórcio Ceará Saneamento secures Block 1 sewage PPP for 23 municipalities

On 30 June 2026 the Consortium Ceará Saneamento, led by Terracom Concessões and composed of CDG Concessões, Cosampa Construções, Gimma Engenharia, Ellenco and Vale do Rio Novo, won the sole bid for Block 1 of the Ceará sewage public‑private partnership at the B3 exchange. The 28‑year concession covers 23 interior municipalities – including Sobral and Jijoca de Jericoacoara – and is slated to benefit about 276 000 residents. The consortium will receive R$ 3.74 billion in monthly payments from the state water and sewage company Cagece and is expected to invest roughly R$ 1.08 billion in new networks, 102 000 household connections and 29 treatment stations within the first six years.

The auction attracted no competing offers; the other four planned blocks were not tendered and will be re‑structured later in 2026. Cagece President Neuri Freitas said, "Um contrato de longo prazo precisa de muito diálogo. Funcionando bem, todo mundo ganha…" while consortium shareholder Felipe Diniz emphasized that the project will "improve health and quality of life." The outcome highlights investor reluctance toward the current PPP model, prompting the state to review contract terms and seek additional participants for the remaining blocks.
