Terrorism victims oppose amnesty for CDR members in Spain

Victims of terrorism, represented by the Catalonian Association of Victims of Terrorist Organizations (Acvot), are requesting that the Spanish National Court deny amnesty to members of the Committees for the Defense of the Republic (CDR).

The legal challenge argues that a recent ruling by the Court of Justice of the European Union (CJEU) does not mandate amnesty for the specific actions under investigation in this case. While the CJEU stated that amnesty for terrorism-related acts in the context of the Catalan independence movement is not necessarily incompatible with EU law, it also specified that acts involving intentional and serious violations of human rights must remain excluded from amnesty.

The prosecution maintains that the activities in this case—which include the acquisition of explosive precursors, possession of manuals for manufacturing explosive and flammable devices, and the operation of a clandestine laboratory—constitute serious crimes that fall outside the scope of the amnesty law.
