Fans reported that tickets were either never delivered, cancelled at the last minute, or far inferior to what they paid, a practice the AG described as “ghost ticketing” where sellers list tickets they do not possess. StubHub has attributed the problem to transfer errors on FIFA’s official ticketing platform, a claim FIFA publicly rejected, insisting its system operates reliably. The investigation follows a pending class‑action lawsuit in the Southern District of New York, which may be hampered by StubHub’s arbitration clauses, but state consumer‑protection enforcement can proceed independently of those private agreements.
