Texas data center audit could delay 49.8GW of load and cost $15bn

Texas Governor Greg Abbott has ordered the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) to conduct an audit of data centers in the state's interconnection queue. The directive aims to prioritize resident safety and quality of life by reviewing the ownership, funding, and resource usage of these facilities, including their impact on water, electricity, noise, and light.

BloombergNEF warns that this regulatory pause could delay 49.8GW of data center load and result in costs of up to $15 billion for developers. The audit is expected to focus on approximately 250 to 300 projects under the Batch Zero process.

The move comes as ERCOT's interconnection queue has swelled to roughly 474GW, more than five times the grid's record peak demand of 91GW. Data centers currently account for about 90 percent of the requests in this queue. Under the new requirements, projects must successfully clear the audit before they are permitted to connect to the Texas power grid.
