South Korea selects Texas gas plant as first U.S. strategic investment

South Korea has designated a gas-fired combined-cycle power plant project in Encinal, Texas, as the first initiative under its $200 billion strategic investment plan in the United States. The project, estimated to cost approximately $22.3 billion, aims to provide electricity to local semiconductor plants and AI data centers. The facility is planned to have a total capacity of roughly 6.4GW, starting with an initial 1.4GW gas turbine installation.

The South Korean government projects that the investment could generate between $43.29 billion and $45.43 billion in revenue over a 20-year period. However, experts and lawmakers have raised concerns regarding the project's commercial viability, noting that a long-term Power Purchase Agreement (PPA) has not yet been secured. There is also ongoing discussion regarding the potential for future projects, including large-scale nuclear power plant construction and liquefied natural gas (LNG) development in Alaska.

In a separate meeting in New York, South Korean President Lee Jae Myung and U.S. President Donald Trump discussed bilateral strategic investments, North Korean dialogue, and military cooperation, including the potential transfer of wartime operational control.
