Governor Greg Abbott directed the Public Utility Commission of Texas (PUCT) and the Electric Reliability Council of Texas (ERCOT) to conduct a comprehensive audit of every data‑center project seeking connection to the state grid. The order freezes approvals for new data‑center construction until developers supply detailed information on tax incentives, electricity demand, water use, community‑impact mitigation and ownership. Projects that do not meet the audit requirements will be denied grid access. Abbott said the measure is meant to protect Texans’ safety and quality of life.

ERCOT’s interconnection queue now contains more than 474 GW of pending load, about 90 % of which comes from data‑center proposals—over five times the state’s historic peak demand. The audit is expected to curb the surge in electricity and water consumption tied to the rapid expansion of data centers, many of which support AI workloads. Bernstein analysts note that most existing Bitcoin‑mining operations in Texas are likely to be minimally affected because they already hold approved capacity contracts. A separate regulator decision approved an AI data‑center co‑location with a wind farm, imposing curtailment conditions under the state’s SB 6 framework.
