Texas hospitals face $27 million daily Medicaid funding shortfall

Texas hospitals are facing a projected daily loss of $27 million in Medicaid funding as the new state fiscal year begins. The shortfall stems from the federal government's decision to withhold approval for approximately $9.8 billion in supplemental funding across three state-directed programs.

The primary program affected is the Comprehensive Hospital Increase Reimbursement Program (CHIRP), which provides additional funds to bridge the gap between Medicaid reimbursement rates and the actual cost of patient care. The Centers for Medicare & Medicaid Services (CMS) has questioned the structure of hospital taxes used by Texas to secure federal matching funds.

Governor Greg Abbott has rejected the federal position, asserting that the state's system complies with law. Hospital officials warn that the loss of these funds could be catastrophic for the safety-net healthcare system, potentially forcing service reductions for the 4 million low-income Texans enrolled in Medicaid. In the Houston area, the impact could reach as much as $1.4 billion for the region over the next year.
