Texas Teacher Incentive Allotment fails to lure top teachers, expands program

Texas' $750 million Teacher Incentive Allotment (TIA) is the nation’s largest merit‑pay program, awarding bonuses ranging from $3,000 to $32,000 to teachers in high‑poverty and rural schools. A Texas Tech University study found the program lowered overall teacher turnover by only two percentage points after four years, and a new working paper suggests the incentives are insufficient to attract the highest‑performing teachers to the most needy districts.

In Canutillo Independent School District, the Texas Education Agency approved a renewal and expansion of the TIA for the 2026‑27 school year, adding fine‑arts, world‑language, and career‑technical educators. More than 90 % of the district’s teachers are now eligible for extra compensation of $4,500 to over $18,000 annually, depending on designation and campus assignment.
