TfL urged to take full control of London driverless taxi trials

London Assembly member Caroline Russell has called on the Department for Transport to devolve full oversight of autonomous passenger‑vehicle trials to Transport for London (TfL). The DfT previously announced a fast‑track programme to test small‑scale driverless taxi and bus services in 2026, followed by a wider rollout in 2027. Companies including Uber, Wayve and Waymo are seeking approval to operate robotaxis in the capital, with Waymo already testing a fleet of about 100 vehicles on London streets.

Russell argues that the government is “stepping in on London’s devolved powers” and that any paid passenger service ultimately falls under TfL’s licensing remit, as permits cannot be issued without TfL consent. TfL commissioner Andy Lord warned of a risk that the DfT could undermine London’s devolution powers.
