Thai government clarifies plan to integrate alcohol and tobacco funds into national budget
The Thai government has clarified its plan to integrate maintenance funds from alcohol and tobacco sectors into the national budget system. Government spokesperson Ekkapop Pianspises addressed concerns that proposed legislative changes would benefit liquor and tobacco corporations or cause revenue losses for key organizations.
He emphasized that the proposal does not aim to abolish excise taxes or dissolve the four affected entities, which include the Thai Health Promotion Foundation (ThaiHealth), Thai PBS, the Elderly Fund, and the National Sports Development Fund. Instead, the goal is to shift from direct revenue collection for specific funds to a centralized budgetary mechanism to ensure transparency and fiscal discipline.
The proposed laws are currently in the public hearing phase and have not yet been enacted. The government maintains that this change will allow for systematic auditing and ensure that expenditures are evaluated based on cost-effectiveness and public impact.
