Thailand eases permit requirements for foreign service businesses

Thailand has implemented new regulations to ease business operations for foreign companies by removing the requirement for additional permits in seven specific service categories. Published in the Royal Gazette, this move aims to attract foreign investment and streamline business processes under the Foreign Business Act.

The exempted categories include:

• Telecommunications services for providers without their own networks. • Treasury center services for managing funds in accordance with foreign exchange control laws. • Intra-group administrative services, including human resources and IT support between legally connected companies. • Leasing space for ATMs, financial terminals, and vending machines. • Domestic debt guarantees between affiliated companies within the same group. • Specific oil drilling services for contractors working directly with concessionaires or production sharing contract partners. • Certain financial activities, such as loans for purchasing securities, repurchase agreements, and roles as dealers, advisors, or fund managers for derivatives.

These changes are subject to strict conditions. For instance, telecommunications exemptions apply only to operators without their own networks, and debt guarantees must remain limited to liabilities within the same corporate group.
