Thailand enacts political amnesty law to promote reconciliation

Thailand has enacted the Peaceful Society Promotion Act, a sweeping political amnesty law intended to foster national reconciliation. The law covers political offenses and activities occurring between January 1, 2005, and July 15, 2025. It aims to benefit individuals involved in political gatherings, including members of the “Yellow Shirts” and “Red Shirts” groups, as well as youth protesters from the 2020-2021 pro-democracy movement.

However, the amnesty includes significant exclusions. It does not apply to those convicted of lese majeste (defaming the monarchy), corruption, or crimes resulting in death or serious injury. Because of these exclusions, critics argue the law may fail to resolve deep-seated political divisions, particularly regarding the youth-led movements seeking monarchy reform.

A committee will be established to determine eligibility and oversee the process. Speaker of the House Sophon Saram is currently selecting a qualified expert to recommend to the Prime Minister within the next two days to ensure the committee can begin its work. Minister Paradon Prisnananthakul noted that most political cases involving protests should qualify, provided they do not fall under the three specific exemptions.
