IMF and World Bank launch Bangkok Blueprint to fight digital fraud

The International Monetary Fund (IMF) and the World Bank Group, in collaboration with the Bank of Thailand, have launched the ‘Bangkok Blueprint for Fraud-Resilient Digital Services’. The framework was introduced during the institutions' annual meetings in Bangkok to address the rising threat of transnational cybercrime and digital financial fraud.

Digital scams are estimated to cause approximately US$1 trillion in annual economic losses, representing roughly 3% of global GDP. The Bangkok Blueprint provides a strategic policy framework consisting of five pillars and 12 key considerations. These pillars aim to strengthen legal and strategic foundations, enhance detection and response capabilities, utilize existing risk mitigation mechanisms, expand cross-border cooperation, and promote consumer protection.

The initiative emphasizes a whole-system approach, requiring coordination between banks, telecommunications providers, and government agencies to prevent fraudsters from exploiting gaps between national jurisdictions. In Thailand, officials noted that financial fraud losses have seen a downward trend, decreasing from 43 billion baht in 2024 to 32 billion baht in 2025.
