Thailand implements new airport baggage inspection protocols
The Civil Aviation Authority of Thailand (CAAT) has implemented new baggage screening protocols at airports nationwide, effective October 16, 2026. Under these regulations, security personnel are authorized to open and inspect checked luggage if X-ray scanners detect suspicious items, such as explosives or prohibited materials, without the passenger being present or being notified beforehand.
To ensure transparency and accountability, the inspection process must be conducted in a designated area with at least two authorized officers and continuous video recording. Following an inspection, staff must place a ‘Notice of Baggage Inspection’ inside the luggage so the owner is informed upon retrieval. If prohibited items are found, authorities reserve the right to confiscate them.
Security officials also have the authority to break locks or fastening devices if necessary to complete a search, and they are not liable for damages to such locks. Consequently, officials recommend that travelers use TSA-approved locks to minimize the risk of damage. Passengers are further advised to avoid placing valuables, fragile items, or lithium batteries in checked baggage.
