Thailand launches AiPASS platform to provide free AI access to citizens

Thailand’s Ministry of Digital Economy and Society has officially launched the AiPASS platform under the ‘TH-AI Passport’ initiative. The program aims to bridge the nation’s AI usage gap, which currently stands at 12.4%—significantly lower than Singapore’s 63.4% and the global average of 17.8%.

Rather than developing domestic models, the government has opted to purchase access to over 30 AI models from 14 leading global providers, including OpenAI’s ChatGPT, Anthropic’s Claude, Google’s Gemini, and xAI’s Grok. The platform also includes Thai-specific models like Paethum and Typhoon. The initiative targets up to 5 million Thai citizens aged 15 and older, offering free access for one year.

To promote AI literacy, the platform utilizes a ‘Learn-Earn-Play’ model. Users can access over 96 educational courses developed in collaboration with partners such as Microsoft, Google for Education, and NVIDIA. By completing courses and accumulating points, users can unlock higher-tier AI models and earn digital certificates aligned with UNESCO and ASEAN standards.

As of the launch on August 31, 2026, pre-registration has already exceeded 1.3 million people. To address data sovereignty concerns, the government stated that user data and prompts are stored anonymously on Thai clouds, with contracts prohibiting providers from using this data for model training.
