Thailand launches systemic plan to resolve teacher debt

The Thai government is launching a systemic initiative to resolve the debt crisis facing teachers and educational personnel. Moving beyond simple interest rate reductions, the plan targets the root causes of debt within teacher savings cooperatives.

Data from the Department of Cooperative Promotion indicates that 116 teacher savings cooperatives serve 862,539 members, with total outstanding loans reaching approximately 1.14 trillion baht. While average interest rates are 5.60%, some cooperatives charge as high as 9%.

The Ministry of Education and the Ministry of Agriculture and Cooperatives have agreed to form a joint committee to address the issue. This committee will work alongside the Office of the Council of State to review legal frameworks. Proposed solutions include securing low-interest funding for cooperatives to reduce lending costs, debt consolidation, restructuring repayment plans, and extending repayment periods to better align with members' incomes. The government also aims to implement credit locks to prevent the accumulation of new debt.
