Thailand mandates majority Thai ownership for Starlink

Thailand’s Digital Economy and Society Minister, Chaichanok Chidchob, has stated that the government will not permit Starlink to operate in the country under a fully foreign-owned structure. The minister is insisting on a ownership model where Thai partners hold a majority stake of at least 51 percent.

This position is based on the Foreign Business Act of 1999, which classifies a company as foreign if non-Thai entities hold half or more of its capital. Minister Chidchob expressed concerns that allowing 100 percent foreign ownership would make it impossible for local telecommunications and satellite companies to compete, potentially impacting market pricing, quality, and data security.

The minister noted that the government might be open to alternative arrangements if Starlink agrees to transfer technology to Thailand and involve a local partner in its operations. The matter was recently discussed during a meeting of the National Space Policy Committee regarding landing rights for foreign satellite operators and the development of a draft Space Business Act.
