Thailand Ministry of Industry targets illegal waste with higher fines

Thailand's Minister of Industry, Warawut Silpa-archa, has announced a major crackdown on illegal industrial waste disposal. To deter companies from choosing low fines over proper waste treatment, the Ministry is seeking to amend factory and industrial waste laws. The proposed changes aim to increase fines to eight-figure sums and allow for the seizure of assets by coordinating with the Department of Special Investigation (DSI), Customs, and the Ministry of Natural Resources and Environment.

The Ministry is also preparing for a surge in clean technology waste, specifically solar panels and electric vehicle (EV) batteries, which are expected to reach end-of-life within the next one to two years. Plans are underway to establish specialized recycling industrial estates with 24-hour monitoring and centralized wastewater treatment to prevent hazardous materials from entering general waste streams. Some EV batteries may be reconditioned for use in Energy Storage Systems (ESS).

Additionally, the Ministry is promoting the “AI Squared” concept to integrate high-tech industrial AI with the agricultural sector to increase the value of crops like rice and sugarcane. This initiative aims to bridge the economic gap between the high-tech economy and the agricultural workforce, which accounts for nearly 30% of the country's labor but only 8% of its GDP.
