Thailand plans 15% reduction in civil service workforce by 2032

The Thai government is planning a major reform of its civil service and administrative structure to increase efficiency and optimize budget spending. According to a proposal reviewed by the Cabinet, the reform aims to reduce the total number of civil servants by 15% by the 2032 fiscal year.

Key measures to achieve this workforce reduction include freezing new civil service positions and replacing certain academic and general positions with government employees upon retirement between 2027 and 2032. Support roles may also be transitioned to alternative employment models.

Regarding organizational structure, the government intends to reduce the number of central agencies located in regional areas by 10%, or approximately 200 units, by the 2027 fiscal year. This will involve reviewing the necessity of existing regional offices, utilizing digital technology to streamline processes, and transferring certain missions to local administrative organizations. Where regional presence remains necessary, the government will consider a ‘One Roof’ approach to consolidate agencies under a single administrative unit.
