Thanh Hoa authorities recommend prosecution in major corruption and illegal mining cases

Authorities in Thanh Hoa province have issued investigation conclusions recommending the prosecution of multiple individuals involved in large-scale mineral exploitation and real estate corruption cases.

In the first case involving ALMA Construction JSC, Nguyễn Anh Tuấn (known as Tuấn ‘thần đèn’) is accused of directing illegal mineral extraction. Investigations revealed that the company exceeded its licensed capacity and operated outside permitted boundaries at the Tuong Son mine. The total value of illegally extracted minerals is estimated at nearly 100 billion VND. Thirteen defendants are facing prosecution for violations regarding resource exploitation, accounting irregularities, and extortion.

In a separate investigation involving Dong A Real Estate Group, businessman Cao Tiến Đoan is facing prosecution for violations related to asset auctions and tax evasion. The investigation alleges that Đoan provided significant sums of money, including 170,000 USD and 1.5 billion VND, to former provincial leaders to secure favorable conditions for the Quang Thanh residential project. This case involves 22 defendants and highlights irregularities in how land use rights were auctioned following corporate sponsorships of local football clubs.
