Thanh Hoa police dismantle transnational cyber fraud ring

cyber fraud transnational crime Thanh Hoa Zhao Xuefeng online scams

Thanh Hoa provincial police have dismantled a large-scale transnational cyber fraud ring operating out of the Van Hoa Hotel in Nghi Son. Authorities have arrested 118 individuals and initiated prosecution against 84 suspects.

The ring was led by Zhao Xuefeng, a Chinese national, who managed a highly organized structure divided into six specialized departments. These departments handled tasks such as equipment management, human resources, finance, logistics, translation, and direct fraud execution. The group targeted victims in Taiwan, South Korea, Japan, India, the United States, and China using various schemes, including fake investment opportunities in foreign exchange and stocks, fraudulent job offers, and online gambling scams.

Investigators found that many members of the group had previously resided in Laos and Cambodia, with some entering Vietnam illegally. The group utilized a large quantity of computers and telecommunications equipment brought into the country under the guise of used devices.
