The Woodlands considers $50 million deal to prevent Houston annexation

The Woodlands Township is considering ending its Regional Partnership Agreement with the city of Houston to secure long-term protection against future annexation. Under the proposed deal, The Woodlands would pay approximately $50 million from a joint regional fund to Houston. This would include roughly $22.6 million by the end of the year and approximately $9 million annually for the following three years.

Houston Mayor John Whitmire and The Woodlands Board of Directors Chairman Brad Bailey have described the arrangement as a “win-win.” The agreement would provide Houston with short-term financial relief while allowing The Woodlands to resolve its annexation concerns. While some residents expressed concern over the high cost, others suggested the separation could benefit both communities.

The Houston City Council was expected to vote on the proposal, though Councilmember Ed Pollard requested a one-week delay to ensure the city is securing the best possible deal and to consider potential unintended consequences.
