Thessaloniki Port Authority Wins Appeal Over Volos Port Tender

Greece’s Single Public Procurement Authority (Ενιαία Αρχή Δημοσίων Συμβάσεων) accepted a pre‑litigation appeal filed by the Thessaloniki Port Authority (ΟΛΘ Α.Ε.) and overturned the Superintendency’s decision that had terminated the tender for the majority stake in the Volos Port. The authority reaffirmed OLT’s status as the preferred investor in the concession process.

The procurement authority ordered the Superintendency to comply with the ruling by 31 August 2026. The appeal also followed a Council of State judgment noting that OLT had not been properly notified of the earlier cancellation decision.

The decision restores OLT’s position in the pending concession and may impact the future development of the Volos Port and related investment planning in Greece.
