Thessaloniki recycling‑house procurement scandal examined by EU prosecutor

Greek authorities are investigating a large‑scale procurement irregularity involving the purchase of 48 recycling‑house units for the city of Thessaloniki. The contract, awarded to the company TEHAN at a minimal discount, has been scrutinised by the European Public Prosecutor’s Office and the Greek Court of Auditors (ΣΔΟΕ). The investigation follows findings of severe overpricing and questionable terms in public tenders worth €84 million across Attica, the Peloponnese and Crete, prompting demands for the return of funds. Ten additional contracts, including the Thessaloniki deal, are now under review, with the EU prosecutor potentially expanding its probe.

The municipality’s former administration approved the purchase under the Antonis Tritsis recycling programme, a move now challenged for lack of transparency and possible conflict of interest. Competing firms have lodged objections to the new tender specifications, calling for greater openness in the procurement process.
