The Tho Chau Special Zone in An Giang province has announced a general master plan through 2050, which includes reclaiming 235 hectares of sea area to create land for urban development, seaports, and tourism services.

The plan covers the entire natural area of over 1,398 hectares across eight islands: Tho Chu, Hon Kho, Hon Nhan, Hon Cao Cat, Hon Tu, Hon Xanh, Hon Da Ban, and Hon Cao. The development strategy aims to combine the maritime economy, fishery logistics, and eco-tourism while ensuring national defense, security, and ecosystem protection.

Key objectives include: - Tourism: Aiming to welcome 100,000 to 150,000 visitors annually by 2050. - Population: Targeting a population of 4,000 to 4,500 by 2035, increasing to 8,000 to 10,000 by 2050. - Infrastructure: Developing a dual-use port and fishery logistics center at Bai Dong, upgrading the electrical system to an expected capacity of 21MW by 2050, and researching seawater desalination to ensure a sustainable clean water supply.
